Hi Roger I have completed 4 rudder & keel mods on the Mauritius/Norfolk. Although it seems quite involved it is fairly straight forward for any competent welder/boilermaker. As long as the windvane steering is separate from the yachts main steering, then it could be an option. If you would like more info of the mods I have performed please email me at the BRI office.
