Sounds OK in theory - but getting adhesion to the steel with your glass laminate isn't easy. You will have to ensure that there are NO contaminates on the surface of the steel otherwise you won't get any sort of adhesion at all. Much better way of doing it would be to make your frames, stringers, etc out of a solid glass laminate (make sure that you use an unwaxed ISO resin and epoxy for gluing the foam to the stringers).
