Copper antifouling??

Hi, Help please! The copper based antifouling on my just-bought steel ketch is heavily blistered all over. The surveyor thought it might be an electrolysis reaction to the steel hull. I'm about to sandblast and start again, and am wondering if I should avoid copper-based antifoul paint. If I stay with copper, I assume I will need to use a barrier coat under the antifouling...but then why not just use a non-copper paint such as one designed for aluminium boats. Anyone got any ideas??
